Senior Vice President - Financial Advisor
Dave began his career as a financial advisor at RBC Wealth Management, joining his father, Frank Kelley, in May 1993. Dave was once a geological engineer, graduating from Montana Tech and accepting a job immediately following his graduation with Northern Engineering. He and his wife, Kat, moved around often to small mining communities for his career. While his work was fulfilling, it lacked a work-life balance. Dave’s father, Frank, invited him to join the financial services business, allowing him to spend more time at home with his family while enjoying all the recreational opportunities Montana has to offer.
He has passed the Series 7, 63 and 65 securities exams, and is licensed in life, disability and variable insurance. Dave has a Bachelor of Science degree in geological engineering from Montana Tech. He was the previous treasurer of TrailNet, and is now a proud member of this community service group created to connect the city of Billings by building trails for recreation. Dave has also served as the treasurer of Silver Run Ski Education Foundation, an alpine ski racing organization based in Red Lodge, Montana.
Dave was born in Cody, Wyoming, in 1964 and graduated from West High School in Billings. He and his wife have two daughters: Chelsey, the eldest and his business partner, and Mallory. They also have a labradoodle named Murdoch. Away from the office, Dave enjoys downhill skiing, cycling, kayaking and spending time with his family.
Chelsey, Dave’s daughter, joined the team as a financial advisor in early 2020. Following her schooling, she started her own marketing company, focused on implementing marketing automation software for local and international companies. What this experience was missing was real-time interfacing with her clients. Chelsey looks forward to upholding her father and grandfather’s tradition of integrity and hard work for the clients they serve.
She has passed the Series 7 and 66 securities exams, and is licensed in life, disability and variable insurance. Chelsey is a youth soccer association coach. She and her husband support Community Leadership Development Inc (CLDI), a local faith-based service group, through their love of cooking and sharing meals with its residents.
Chelsey was born in Modesto, California, and moved to Billings, Montana when Dave started at RBC Wealth Management in 1993. In 2005, her family moved to Red Lodge. Chelsey graduated with a Bachelor of Science degree in business from Montana State University, where she met her husband, adopted two black labs and had a son. They moved back to Billings in 2017 and welcomed a daughter into the family in 2019. They live for the outdoors and enjoy skiing as a family. When the snow isn’t flying, Chelsey enjoys mountain biking and hiking. She also loves to cook, and in spite of the fact that her husband is a chef, he lets her near the stove.

Prior to joining RBC Wealth Management, Julia spent three decades managing financial resources for a broad client base in the sciences, health care and the arts. These experiences helped Julia achieve her goals of serving her community. As an honor student at the Ohio State University, she majored in the philosophy of law. Julia has passed the Series 7 and 66 securities exams. She is also licensed for life, health and disability insurance. Julia also earned the Accredited Investment Fiduciary® professional designation.
Growing up as the daughter of an Air Force officer, Julia moved 13 times as a child, with most of her childhood years spent in Bermuda, Los Angeles, and the Washington, D.C., area. She settled in Columbus, Ohio, for 18 years before moving to Montana in 1998. Julia keeps busy as a dance teacher and founding member of a local dance troupe. She enjoys travel and athletics, especially skiing, and recently began the loving upkeep of a 100-year-old house.
